Incident Response for Support Personnel - 8 hrs
Incident Response for Support Personnel is designed for individuals who do not typically respond to emergency incidents. The target audience includes Amateur Radio Personnel, Damage Assessment Teams, Road Crews and Municipal Staff, Utility Crews, News Media and any other agency or individual that may be utilized for support operations. This course will enable students to understand basic incident management design thus enabling them to properly integrate with primary emergency services. Students will also learn safety principles necessary for their own well being while operating at an emergency scene. Safety principles include the ability to recognize hazardous materials and hazardous conditions as well as understanding terminology and signs used by primary emergency responders to indicate danger. Information concerning terrorist activities and the potential use of Nuclear, Chemical and Biological Weapons will be presented, as well as, concepts concerning the use of secondary devices or secondary attacks against emergency personnel.

Hazardous Materials Highway Transportation Exercise is an exercise comprised of a realistic scenario that can happen anytime on any highway in any size jurisdiction. Traffic collisions occur by the millions on a daily basis. This exercise creates a traffic collision between a passenger vehicle and a commercial tractor-trailer combination. The dynamics of the impact cause the individuals in the passenger vehicle to become injured and trapped. Hazardous Materials escape from the container and complicate the rescue. The emergency responders must extricate and treat the patients but they must properly handle the hazardous release before they become victim’s themselves.
This exercise can be conducted in 2 formats
Format number 1 is conducted as a live exercise. Our staff will create the incident and provide role players and props necessary to act out all of the victim roles from truck driver to injured passengers.
AFSS will provide the host agency with an After Action Report in accordance with HSEEP guidelines.
Format number 2 is conducted as a training program where our staff instructs you every step of the way from dispatch to clean up. You will gain valuable student/instructor interaction therefore earning a remarkable “hands on” education. Our program takes you from the boring classroom and puts you into a realistic mock emergency scene. All students will receive a training certificate.

School Terror Exercise prepares for the unthinkable. Unfortunately in today’s society, school violence from within and the possibilities of terrorist attacks aimed at our school systems are part of reality. We have designed a comprehensive school terror exercise that will prepare your emergency responders for a day we hope never happens. Our program is a full-scale exercise that will involve all emergency services including law enforcement, emergency medical services, fire departments, emergency management, hospitals and other support services.
Your emergency responders will be confronted with active gunmen, mock explosive devices, hazardous materials, fire, mass casualty, diversionary devices and a whole lot more.
As with all of our exercises, we will provide the actors and all of the necessary props for the scenario. We will work with you to coordinate all of the preparation activities and help coordinate between participating agencies. Our evaluation team will provide you with a professionally written After Action Report in conjunction with HSEEP guidelines.

Biological Attack
Practicum is an exercise designed to test and develop the skills necessary
to successfully manage and coordinate a biological terror scene. Participants
will be dealt a host of different challenges ranging from mass contamination to
criminal investigation. This exercise is designed to test and tax the emergency
medical system in your community. We create a realistic attack scenario based
on your goals and objectives. Your emergency responders must recognize the
threat and make the proper decisions to control the hazard. All levels of
emergency services will be tested. We will provide all of the necessary props
to create the scene as well as the key actors necessary to develop the
scenario. Our management team will assist you with all preparation activities
in order to make this event a success. AFSS will provide an After Action
Report in accordance with HSEEP guidelines.
As with all of our exercises, the format of this program is entirely customizable. We can adapt our outline to meet any objectives you may have.

Chemical Agent Exposure is an exercise designed to test and develop the skills necessary to successfully manage and coordinate a chemical terror scene. Participants will be dealt a host of different challenges ranging from scene safety to agent identification and decontamination. This exercise is designed to test all aspects of emergency response in your community. We create a realistic attack scenario based on your goals and objectives. Your emergency responders must recognize the threat and make the proper decisions to control the hazard. We will provide all of the necessary props to create the scene as well as the key actors necessary to develop the scenario. Our management team will assist you with all preparation activities in order to make this event a success. AFSS evaluators will provide an After Action Report in accordance with HSEEP guidelines.
This exercise can be
conducted in 2 formats. The goal of each format is to challenge the
participants in order to create a measurable learning environment.
The Residential Terror Attack version of this exercise will focus on an event that could happen in any size jurisdiction. The scenario can be developed to consist of an unexpected clandestine laboratory discovery, a rouge individual creating a chemical weapon in the privacy of his/her own home, a large scale development operation in a secluded farm house or a crime in progress involving the utilization of a possible chemical weapon as an instrument of deterrence by the actor.
The Commercial Terror Attack version of this program creates a scenario where a chemical weapon has been deployed in a public environment such as a shopping mall, sporting event or public gathering. This version will create a mass casualty incident placing a high demand on your emergency medical system.
Both formats are entirely customizable. We can adapt our outline to meet any objectives you may have.

Hazardous Materials and Terrorism Awareness for Dispatchers and 911 Operators.
Dispatchers and 911 operators are usually the first to receive notification of any type of emergency, which occurs in the community. They may be talking with the person who is a victim of an incident, witnessed what happened, or may even be the perpetrator. Callers can provide valuable information to assist emergency responders. This training is designed to provide dispatchers and 911 operators with the tools to extract information from callers. It will further train call takers to provide assistance to emergency responders when dealing with hazardous materials, terrorist, or threat incidents. Threat incidents may include bomb threats, anthrax threats or any other type threat involving explosive, chemical or biological materials. The information provided in this course is applicable to fire, police, and EMS dispatchers.
Hazardous materials, terrorist, and threat incidents are very technical by nature. This training course will help increase the awareness level of dispatchers and 911 operators when these incidents occur. Dispatchers will develop a better understanding of the type of information that is important to response personnel. They will also understand terminology used by response personnel and be able to provide a higher level of assistance based upon their increased level of knowledge.
Subject areas covered in the course will include an introduction to hazardous materials incidents and acts of terrorism. Other units will include hazardous materials and terrorist awareness; hints to the presence of hazardous materials or terrorist incidents; locations where such incidents may occur; recognizing signs and symptoms from victims; and the types of information to gather from the caller to be helpful for response personnel.
