The Jefferson County Department of Emergency Services is sponsoring a two-day weekend
training to better prepare local emergency management officials in times of emergencies and
disasters. This two-day course will provide you with the updated information needed in
several functions that you may be faced with in your day to day activities as local emergency
management coordinators. Several speakers from outside of Jefferson County will provide
you information and past experiences that will help you, your elected officials and your
community to better prepare for emergency situations.

Duties and Responsibilities of the Elected Officials and the Municipal Emergency

Management Coordinator

This course will give insight to the elected officials of a municipality on their roles in an emergency
situation within your community. It will also give you information on how you can work closely with your
emergency management coordinator, and on what their responsibilities and roles are in preparing, responding,
and recovering from a disaster. Topics of discussion that will be covered are natural and manmade disasters,
hazardous material incidents and response, the National Incident Management System, the Emergency
Management Act and specific regulations regarding emergency management. This course is recommended for
all elected officials to include mayors, council, supervisors, and emergency management officials. It is highly
recommended for newly elected officials.

Effective Media Relations

This course will teach you on how to deal with the media during disasters and other events that
would strike your community. Interaction will take place with media personnel during this course from print,
radio and television. Discussion will take place on what to present to the media, when to present it, deadlines
that the media faces and so forth. An overview of media coverage from the Pershing Avenue Fire from
Brockway will also be presented and how this event was dealt with on the emergency management end.

The Knowledge Center

An interactive web-based tool called the Knowledge Center will be presented to show how this tool
can effectively assist you in managing your incident. The Knowledge Center can help you track resources and
personnel, maintain a log of activities, access important information on chemicals, biological agents, current
weather and other important information to efficiently manage an incident.

Incident Management

No longer are we faced with natural disasters that occur, but now we must focus on hazardous
material incidents, terrorist threats, vehicle accidents, fire, floods, and ever thing else as emergency responders.
So how do we handle these types of events? Through Incident Management. This course will provide you the
necessary information on how to effective manage your event. Working with the National Incident
Management System or NIMS, working in the Incident Command Roles and knowing how your actions as
an emergency management liaison can help effectively management an incident from start to finish. Whether it
is a disaster or planned event, this course will give you vital information to better handle your incident on a
local level and how to expand that incident when the county, state and federal agencies come into play.
